Recognizing that Cape Charles didn't have a resale clothier, she settled on a women's consignment boutique, hoping to meet the needs of the people on the Eastern Shore who desire a local shopping experience where upscale brand items are offered at a fraction of retail value.

The curated boutique offers upscale women's clothing, accessories, home decor and local artisan items. The vivacious Golibart and her team have acquired over 1000 consignors across the country and they receive new inventory daily.

Despite having no prior business background or retail experience when she originally opened the store, Golibart was named Small Business Person of the Year in 2017 by the Eastern Shore Chamber of Commerce and for four years straight, Virginia Living Magazine has consistently named Periwinkles the best consignment shop in the Eastern Region of Virginia.
